Application Methods & Proxy Representatives
Q1. Who files the application?
Typically, the Japanese spouse registered at a Japanese address or a relative in Japan serves as the proxy applicant. If the applicant themselves is in Japan on a temporary visitor visa, they can also apply in person.
Q2. Can the foreign spouse apply online from abroad?
Not possible. The online system cannot be accessed from abroad.
Q3. Can an Immigration Specialist handle everything?
If there is a proxy applicant (spouse or relative) in Japan, yes. If no one is in Japan, even an Immigration Specialist cannot file the application on your behalf.
Coming to Japan Together & Staying
Q4. We want to come to Japan together and handle procedures
The foreign spouse can enter Japan on a "Temporary Visitor (90 days)" visa, and during the stay, apply for a COE followed by a change of status application.
- If the change application is accepted, the "grace period" allows an extended stay.
- However, 15-day or 30-day visas do not qualify for the grace period.
- If the application is not accepted, you must return home once and wait for the visa to be issued.
Housing & Living Arrangements
Q5. Can I apply without a confirmed residence?
Yes. You can explain it as "planned" and submit supporting documents.
Q6. Is it OK to stay at a hotel?
A temporary hotel stay itself is not a problem, but you may face disadvantages in accessing government services if you cannot register your address.
Q7. What notifications are required after entry?
You must register your address (residence notification / move-in registration) at the municipal office within 14 days of entry. If your address is not yet settled due to staying in a hotel, a separate notification is still required.
Pension & Taxes
Q8. Can retirees living on a pension be approved?
If you can demonstrate stable livelihood through pension income and assets, approval is possible.
Q9. What if I cannot provide a tax certificate?
Explain in a statement of reasons that you cannot obtain Japanese certificates because you were living abroad, and submit alternative documentation such as overseas income certificates or bank statements.
